I can't activate a workspace

I am using Windchill PDMLink Release 11.1 and Datecode with CPS M020-CPS20 I am connected to the server but I can't activate a workspace

Can you create a workspace in your Windchill browser?

This could be license related. what does the methodserver log file say when trying to activate it
