I need to add the users (added in OpenDJ) to the Windchill license group. How I can add ?

Version: Windchill 12.1

Use Case: I have added user in organization (ptc) in OpenDJ please see below image. When I am trying to add it to the license group it not searching or able to add it? I am missing something .

I have added the user in OpenDJ organization. I want to add the same user in the Windchill License group is it possible to add it?
Do we need to add the user in OpenDJ first and then try to add it? I mean is it mandatory to have user entry in Directory sever?
I have added my user and tried to add it to the license group but no luck ...can someone guide what's the exact process.
