We had a similar requirement and PTC support pointed me to this - https://support.ptc.com/appserver/cs/view/solution.jsp?n=CS230207

This works great, but you cannot filter the users.

Thanks Kumar, its a good solution. But I believe instead of customization, some kind of simple configuration should resolve the issue in Windchill 10.1. I got the picker doing some configuration, but could not reproduce it. Still exploring
