Is there an opt-in/opt-out functionality (to opt-out of newer functionalities and to get only bug fixes) when installing Windchill 10.2 or 11 ?

If you are upgrading, then there are no options to suppress the enhancements from showing up.

If you are doing a  maintenance update, you can use the property Release.optIn to control the "newly introduced features"
