This is stored in the noteiterationinfo field in the wtdocument table. Editing it would work very similar to what is described here:

Crikey!  So there is a way for an admin to do so, but not a "normal" user with the correct permissions.   Oh well.

You really shouldn't have to be a Software Engineer to administer the system.

I would not want all users to have rights to edit that data.

Control rights by ACL to allow admins or others to execute a script that would edit a comment.
