lifecycle ACL to allow modify a CR at In Review state.

I have a requirement that allow a role participant to modify  CR at In Review state. The team member can only read at In Review state at policy ACL. The Role/ participants are not setup at context team. It is defined in  CR's  team template. So the role  populates at the team in CR workflow process. So I use CR's lifecycle ACL to give the Role/participants (at the WF process ) the modify /modify content access. However still the participants can't modify  the CR.  Any thoughts or advice on where I am doing wrong.
