How do I get a listing of all the projects in the system?

David,

If you can log in as an orgadmin, you can go to ORG > Reports. On the bottom of the page (Windchill10.1 m040) there will be a data table labeled "Projects". You may need to change the view to "All Projects by State" to see everything, even deleted ones.
