Loader failed during windchill PDMlink 12 installation.

Version: Windchill 12.0

Use Case: Loader failed during windchill PDMlink 12 installation.

Description:

the installation completed almost 63% where it shows an error "Loader Failed".

the method server logs shows "license error: capability response is null. if valid license is not acquired, method server will shut down in 330 minutes."

I've already installed Oracle (software only), DS (from version 11).

when i ran the PSI, i had chosen option "configure license later". 

i am installing windchill to learn customization. i don't have any license. kindly suggest.
