LoadWTWindowsXML Failed. File does not exist

I am using Windchill PDMLink Release 12.0 and Datecode with CPS 12.0.2.22

I have an established user that recently got a new computer. Desktop Integration had been working on the old computer, but on her new computer she gets the error "LoadWTWindowsXML Failed. File does not exist." I found Article - CS1317 and followed the instructions, but the computer already complied to the suggested fix.
