managing FMEA documents

my customer, has 1,2,3...24,25 process FMEA documents

one project utilizes 1,3,5,25

another project utilizes 1,2,14,23

likewise permutations and comnimation of documents for each project, if there is a change in one document - customer has to manually update the document in all projects where the document is used -- how to address this via windchill (or) any other product
