Method server is not getting after the CPS14 installation on Windchill 12.1

I have installed the CPS 14 on Windchill 12.1 system successfully. But when i try to start the windchill getting "2025-06-18 18:34:20,136 ERROR [main] wt.method.server.startup.services - Failed to create: wt.services.service.60=wt.access.AccessControlManager/wt.access.StandardAccessControlManager java.lang.NoClassDefFoundError: Could not initialize class wt.util.WTException" this error and method server doesnt come up.
Found one article on PTC https://www.ptc.com/en/support/article/CS383482 ,
with same error but the solution didnt work in my system.
Added my MS log too.

Do you have multiple methodservers configured?

Do you have custom properties set in service.properties.xconf?

No i just verified that too.. there is no custom properties defined

So was this just a CPS update to 14 and it was working prior to that? What CPS were you on before? What class is service.60 looking for? Is that a customization or standard entry?  See if you can trace to see if the class actually exists and what that line looked like before applying CPS 14. Some other things to try. Make sure you rebuilt JAR files and that all files are accessible to the user running Windchill.

Yes it was CPS14 update and prior to this was 12.1.2.0 version. 
service.60 is not customized,  https://www.ptc.com/en/support/article/CS383482
In this above article also i could see the same error they are trying to resolve but whatever the solution they gave or the entry to be added in service.properties.xconf it is already present. 
Can you tell me the steps to rebuild the jar? will it be ant a command?

Don't think this would be applicable, it was not an update from 12.0.x to 12.1.x

It doesn't hurt to try and it is a resolution for a known issue.
Database updates aren't supposed to happen with patching, but there are no guarantees that it will never happen.

It isn't frequent, but I've had to run it before after patching.

I would try making sure everything windchill related is shut down (no windchill Java processes running) clear the tomcat cache, and restart the server

Cleared all the caches, cleared all the %TEMP% files restarted the system. 
No luck 😞
