New blank page window and new tab occur

We have built Windchill on Window 2012 R2.

When i create a new user, a new tab and a blank page popup window are created at the same time.

In Google, you have set "User Account Control: Admin Approval Mode for Built-in Administrator Account" to "Enabled" in Local Policy in Administrative Tools in Control Panel.

However, if i do, the http server and windchill Method server will not work.

I tried clicking on it to grant administrator rights but could not find Take Ownership.
How do I fix it?
