New installation of WQS PTC 11.0 error

I was running both 10.2 and 11.0 PTC WQS.   purchased a new laptop and has windows 10.  I installed PTC 11.0 team edition M040 WQS only.    Everything seems to load and operate but when I launch a project I get this error:  ptc windchill quality solutions\11\en\relex.en.rfl not found.  Not sure what it does and how to correct it.. any ideas?
