Part and Cad Document are out of date

Anybody know what causes this message?

it appears from the reference document that it references the correct versions.

The icon looks familiar, in MPMLink when you have a downstream part and if the current part is not linked to the latest version of downstream part. Then you will get this icon.

This does feel like the issue.  I'm not currently using MPMLink though.
