permissions needed to reassign Lifecycles at the task level for a Change Notice

This one has me perplexed.

I have some product contexts where when I click on Actions in the Change Task for a Change Notice I see Reassign Life Cycles, others when I click Actions I do not see this. The ACL for WTChangeActivity2 are set at the org level so that is not the issue, I am Product Manager for both, so that is not it. What am I missing?
