Problems logging in connected to Microsoft AD

I've got three different Windchill systems that I am trying to move my users over to Microsoft AD.  I have test systems for two of them.  These are Windchill 11.1 systems.  One I have set up and users can login.  The other one, I have set up and I can find users, add them to Windchill, give them groups and licenses but then the users cannot login. I can still login as wcadmin, but wcadmin is still in WindchillDS.  Instead I get this error and a never ending login box.

AH01617: user <user name>: authentication failure for "/Windchill/app/": Password Mismatch

Both systems are pointing to the same server to access Microsoft AD.  Has anyone encountered this and have a fix or what to look for?
