project link missing sso login prompt

I am using Windchill ProjectLink Release N/A and Datecode with CPS N/A

we just installed project link and the save button shows up in addin menu for ms project 2016. we clicked on the button then a login window was raised but it did not ask for the sso login see attached window. then we got a proxy error when clicked synch why does it not asked for sso what url need to be whitelisted

Since this is Windchill+, I would open a call with PTC.

I found this article indicated a known SPR that SSO does not work with it:

Does this match your version? I would inquire with PTC the current status of the SPR or perhaps insiders can chime in.
