Promotion Request rework failing

A promotion request approver sent a PR back for rework with a very long comment. After the comments had been incorporated and the rework was completed, when the approver attempted so sign off to approve the PR, he got an error “The value exceeds the upper limit of “4000” for “Instructions”.

My assumption was that this long comment (which has 4000+ characters) was the culprit, but I haven’t found a way to edit the comment.

Has anyone seen this error? Is there a way to edit a comment in the Process Status section?
