PTC Windows Library has stopped working.

Has anybody seen this error message? How do you resolve?

That sounds like an error is occurring with DTI. The DTI logs should give a more descriptive error message. The DTI logs are located in <AppData>\Local\PTC\Desktop Integration\Logs on the client machine.
