Relevance of "Add participant to table" in participants management

I am new to windchill and while exploring this tool , i was trying out some basic activities in participant administration. I just created a user and the next time i went to participant administration i could not see the same user in that table, i had to perform "Add participant to table" to make it available in that table.

What is the relevance of this table?

i personally was expecting the participants created to be retained in that interface, so that the user could easliy make changes like edit, delete etc to the participant data.
