Single Context Policy Administrator Doesn't Show Child Domains (WC 11.0)

When working with the new WC 11.0 Policy Administrator I noticed that I cannot see child domains of the Default domain of a Product.  I can only see the child domains if I choose All Contexts and navigate to the context of interest.  Is anyone else experiencing this?  It seems like a bug to me.
