Solilworks BOM does not match published PDF

I would investigate the publishing settings. Check if publishing is using "as stored" or "latest" configurations. Also check to see if the drawing is being rebuilt prior to publishing. You'll want to configure for whatever is "right" for your business requirements.

For us (using Creo), we publish drawings always using latest and doing a full regeneration prior to publish. To get the equivalent in a Workspace, you'd have to make sure the workspace is using latest version of every component, and that a full regeneration is done.
