I am using Windchill PDMLink Release 12.0 and Datecode with CPS 12.0.0.2

The ESI error : System errors occurred when publishing "06035C222KAT2A" to distribution target "IGT MoS Pune_SFO TECHNOLOGIES DIGITAL PVT LTD".|

Cross checked Background ESI log file with timestamp. Enabling com.philips.cplm.packages.ocmp.IeCIncrementReportGenerator also helped in knowing the part number directly for which the error was triggered. its pointing to context of Manf. parts.

There should be more in the background method server logs, the workflow or ESI admin screen as to why it failed. It must have violated some business rule. Is this ERP Connector or a TIBCO connection? Looks like you have some customization going on there.
