The Field "assigned User" is constrained by the type "system Requirement"

I am using Windchill Enterprise Systems Integration Release 10.0 and Datecode with CPS M010

Dear Team,
I am facing an issue when trying to create and insert new content, and when attempting to save, I am unable to save the existing project after making changes. The error screenshot is enclosed for your reference. please support on urgent for resolve the issue.

Here are the errors that I faced
The Field "assigned User" is constrained by the type "system Requirement", causing one or more value in the field "Assigned User" to be valid.
