Unable to launch PSI for Windchill 13.0 on Windows 10

Hello,

just like in the title I am trying to install test server on VM and I am not able to launch PSI wizard for Windchill 13.0 and 12.1. When I run setup.vbs there is progress bar with some configuring info and then window is closed.

I have java:

java version "17.0.8" 2023-07-18 LTS
Java(TM) SE Runtime Environment (build 17.0.8+9-LTS-211)
Java HotSpot(TM) 64-Bit Server VM (build 17.0.8+9-LTS-211, mixed mode, sharing)

and java in environments:

Have you seen this notification on the PTC homepage?

Try rolling back to an earlier build of Java.

Is Windchill 13.0 supported on Windows 10? Normally Windchill is installed on servers, like Windows Server 2019.

Are you running the PSI as administrator, Run As Administrator?

I tried to find a matrices for Windchill 13 compatibility but did not see one.

Yes, I tried to launch it also thru powershell with administrative priviliges but same issue. It's closing after the startup progress bar will hit 100%.

Same errors occurs on Windchill 12.1 PSI.
