User was able to check out released objects modify them and check it in again, before we went to Windchill 10.2

We went from Windchill 10.0 to 10.2

Sounds like permissions were tightened or changed between 10.0 and 10.2.

Check the ACLs for released data. In my setup, a normal user can NOT check out, modify and check in released files, only an admin can.

Its not a normal user, its the responsible designer with supervisor rights.

Which right is missing?

Was there a change between the 10.0 and 10.2?

You can set Deny permission on Modify for WTPart, WTDocument and EPMDocument in Released state for All users
