WCA fails at encryptpassword stage

I have installed Windchill 10.2 m030 on a test machine and when I run Windchill Configuration Assistant, it fails at the encryptpassword stage.

I have attached the last WCA log file.

Windows 2008r2 64-bit AMD Opteron Quad core

Did you try running Windchill shell as an administrator? It is complaining about access
