What is Windchill + Saas Application and Details

Hello,
I want to know about PTC's new PLM application named Windchill + Saas.
What is this new application use for which scenarios and how it differs existing Windchill PLM?
Is it upgradable from Windchill and is that provides same as Windchill PLM?
