This is expected :

  • Personal Cabinet is the logical place where all the checked out and modified objects of users are kept
  • Every user has his own Personal Cabinet associated to him to keep working copy private to users
  • The objects in these Personal Cabinets are only visible to those users to whom that Personal Cabinet belongs
  • To check the personal cabinet of a deleted user navigate to Site > Utilities > Personal Cabinet Administration as a site administrator

All Workspace content is technically in the personal cabinet, any new object creations that only exist in the workspace are not checked out, but are not really checked in either, their location shows at the site. Typically this content is only visible to the user and Administrators, if these objects are showing up unwanted on a report, you can add criteria based on location to filter them out.
