Windchill New Dynamic Document (DITA) - action missing

When I tried to create a new Dynamic Document from a DITA template, I did not find any button/action item that allowed me to create a Dynamic Document.

Is some kind of add-on required to get this functionality?

The action is for a new "Document", not a new "Dynamic Document".

When selecting a type of document, only templates for "Document" show up. 

The "Dynamic Document" templates do not appear.
