Windchill "Out-Of-Date" Column

I am using Windchill PDMLink Release 11.1 and Datecode with CPS M020-CPS25

What does "Out of Date" information (clock icon) on Workspace actually mean ?
Under what specific conditions can we see the icon ?
User pointed out that even though he had latest version of the DESIGN part on his workspace he was seeing the Out-of-date icon on his workspace (both in Workgroup manager & in Windchill Browser Workspace).
The part in question has 2 Views.

    Help docs show this:

    Having columns for the following attributes displayed in your workspace table allows you to see if objects are out-of-date.
    • Out of Date Status (not the latest iteration on the latest revision)
    • Out of Date with Workspace Configuration Status (not conforming to the workspace configuration specification)

    Its possible that the user's workspace config did not align with the part that showed out of date.

    Workspace is expecting Design view parts. (in workspace settings)

    This happens when there a multiple Views for a part.

    Even though we added the latest version/iteration of Design part, the out of date icon pops up.
