Windchill View & Print license user unable to save markup in CreO View Lite

Hi Team,

Facing an error while trying to saving markup in CreO View Lite.

User is able to create the markup, however when tries to save it gets below error.

wt.access.evaluation.report testuser03 - "testuser03" does not have Create permission for "Markup - this" in Administrative Domain "Site, Organization
wt.wvs.creoview.MarkupHelper testuser03 - Unexpected exception (wt.access.accessResource/19) wt.access.NotAuthorizedException: ATTENTION: Secured Action. You do not have the necessary authorization for this operation. Contact your administrator if you believe you have received this message in error

Gave full permission for Markup Object in Policy Admin still same error.

Any reference would be appreciated.

User has PTC view and print license.
