WTDocument not able to create with Any attachments throwing File Vault issue

I am using Windchill PDMLink Release 12.0 and Datecode with CPS 12.0.2.22 After rehosting from one local VM to another VM, I am unable to create a WTDocument with primary content, and it is throwing File Vault-related errors.
