WTPart Custom Attributes reset when checked in by Creo.

There are several options. 

Remove the Attribute from the CAD Document type. 

If the CAD Model is checked in and the attribute is empty, but the WTPart attribute has a value, the WTPart attribute is rewritten by the build operation. 

Or you can set a preference to do not publish the parameter between CAD and WTPart. Default configuration is that all attributes are propagated.

preference Attributes to be published on Part contains a configuration what attribute is propagated during build operation(check-in)

You have to add full list of attributes you want to propagate. 

Site->Preference Management->EPM Service Preference->Build Service Preferences->Attributes to be published on Part

Also there is a mechanism when the WTpart attribute is set you can propagate this change to CAD from WTPart before the CAD is checked in

then the attribute value could be synchronized and CAD check-in does not overwrite the value.

For one customer I wrote utility where the WTPart attribute change is propagated to a CAD Document for very similar reason. They just needed to update just WTPart attribute and show the value in the drawing table.
