• are the two running independently?
• how frequently would you need to sync the documents from one system to another?
• do you want to collect historical versions of the documents?
• will the docs go from project to project or project to product/library?

from @IvanFeofilov response, import/export is the quickest way to go, but if you need to maintain parity between systems, you might want to look at Windchill Packages.
