Build API Integration with a Developer Account

Hello!

Has anyone else built an extension or integration with Windchill or other PTC product? Specifically, I'm looking to build an API tool that helps extract and map certain data fields. 

Have any developers had success getting a developer account to to build with before? For experimentation?
