Change Task

In change Notice workflow in Windchill:
 
If Team Leader poses the question, engineer is getting task saying that he has a question and engineer able to answer. But challenging part is - he should go back to task to find the question.
 
Instead, is there a way where this question can be taken forward with task such that user can find the question in the same task and answer it?

Can you explain, how the leader ask the question? what function does he use? 

The workflow clarification transition? or discussion forum? or Creo view annotations?

Please attach any pictures that can show us what you really mean.
