Changes - Order of Completion

Use Case: I have a requirement from a customer to enforce an order in which changes to parts included in Windchill are completed in. For example, if I had a project which was to replace an inner tube on a bike, I may introduce several change objects into the Windchill instance to achieve this. Task 1 may be to remove the tyre. Task 2 may be to remove the punctured inner tube. Task 3 may be to apply the new inner tube. Assuming we had different people performing each of these tasks, it may be desirable to specify that Task 3 can only be completed one Task 2 had been completed and that Task 3 should not be attempted before this.

Using my example above, can anybody recommend the best way to ensure change tasks are completed in a certain order and if it is possible to prevent changes being completed before a pre-requisite change has been completed?
