Creo View - Marking Up

Hello my company uses Solidworks with Windchill and Creo View. When I open a Solidworks drawing in Creo View it publishes it as a .pdf and when I try to do a markup it doesn't allow me to use the markup tab. Does anyone know of a way that I can fix this or use the markup tab with the Solidworks drawings?
