Decimal symbol for German, Spanish, Italian and French location would be available from Numeric keyboard

Now It's not possible to insert a decimal symbol for Spanish location "," (comma) from numeric keyboard if you use a Spanish Web Browser and Spanish Operating System.

It can do a lot of mistakes, because, for example, an user try to write into a "Real Number Attribute" the number 2.345 and windchill stores 2345. Windchill doesn't alert about bad format.

This error was reported in the Case 13013845. https://support.ptc.com/apps/case_logger_viewer/auth/ssl/case=13013845?from=logger

The dot in the numeric keywboard would be the decimal symbol of the location. If an user use Spanish Web browser the decimal symbol would be "comma" or if an user is using English Web browser  the decimal symbol would be "dot"
