File vault is a repository to store all Windchill managed documents (WTDocument ex, PDFs, DOCs, XLS etc ; EPMDocuments ex, CAD Drawings, Assemblies, Parts etc) in a location. In simple term, its a folder where all your Windchill checkedin data resides.

Why we use that?: Instead of storing the data in DB Blobs we redirect it to external folders by specifying some configurations. This allows faster data access.
