I want to customize the Promotion Request Notification Template can we able to configure it ?

it would be nice to see what would you like to change. 

 

The help describes how you can change the Notification Emails

Workflow Email Notifications

 

If you need to put some specific attributes from windchill wchich are not standard , then you need to read and save them in a workflow to a wf variable.

Then you can read the variable in the notification definition 

getProcessVariable varName="< Variable Name >"
 
also you can use variables in the notification robot in the workflow and you can add Workflow variables in a message window to send information to an user.
