How to create business rules with custom validation?

Hello All,

I want to implement business rules to perform certain validations. I have tried finding materials on how to create them but I can only find articles on how to implement/load them but not on creating them. I know how to implement the OOTB ones but I want to create a custom one. Please provide an example on how to do the same.
