How to display a html in a String Attribute ?

Version: Windchill 12.1

 

Use Case: I have an attribute called ecnTypeInformation on Change Notice in the Create layout, which reads a resource from text tailoring and displays the instructions based on the type of ECN selected during create. How to get these instructions in a bullet list or numbered list, is it possible to display that on a string attribute?
