I am using Windchill PDMLink Release 13.0 and Datecode with CPS 13.0.2.2

How to modify the WT Part Name Across Windchill Applications.

You need to be more specific as your question is too general. Are you talking about renaming a WTPart or changing the display of the attribute "Name" to say something else? For example, are you looking when the UI reports Name: Something for it to say Description: Something?
