In wokflow sync on second workflow state change

How to synchronize a workflow with Part Request as PBO to wait for a second Part request in a separate workflow (number of this second Part request is know and stored in global WF variable type string).
The synchronization should trigger on part request state change and check if the number is equal to the one stored as global WF variable and state is "RESOLVED"
