Need to add configurable link to pbs next to "Documents" tab.

Hi Windchill Guru's, 

I would like to add a configurable link tab to PSB, like the below:

I have my custom configurable link tab shown under "Customize" (third_level_nav_bar).   

I want to add the same tab to the psb, next to "Documents" tab. 

The customization document (link below) is not clear enough for me.
