preselect "Allow roles and/or members to be added locally in this context" checkbox creating product

How to change the default value of Allow roles and/or members to be added locally in this context when creating a product/library/project.

The check box should be preselected when using shared team.

It looks like this is not currently possible - seems to be a hard-coded design choice:
