Risk And Reliability DVP Header Global Customization

Is there a way to configure the DVP Header for ALL system files with one update? It looks like I'd have to go into EACH FMEA for EACH system file to configure a consistent header across all our development programs. I've tried creating a system file template that gets copied for new programs, but the DVP Header resets to the original format.
