Update Windchill Quality Solutions to Current derating guidelines

NAVSEA has updated  to TE000-AB-GTP-010 to SD-18. PTC should stay current with the applicable derating guidelines, rather thatn have all their users ceate custom derating files for the same common document(s).

    Agree! A single user may have to recreate the custom derating scheme across time, programs, and closed areas. This is a waste of user manpower.

    I also feel that PTC WQS should have a more comprehensive part database. Most programs are using commercial parts as military parts become rarer, but the commercial parts aren't kept up to date with all the available alternatives. There should be someone working with suppliers to get accurate models on an annual basis. Even older common parts, may have technology infusions that change their characteristics.
